Tick the “Run Steam when my computer starts” checkbox to set steam to launch automatically when you boot-up. Sometimes less, which I usually chalk up to potential issues with the service, or with my ISP and how it routes to the service, etc. The answer to this issue is to apply a limit to Steam’s download speed. Epic and Steam typically come close to maxing this out when downloading - usually 37-38 MBps.
